As you may be aware, the BOJ is extremely independent. Nevertheless, the government and the BOJ need to communicate closely with each other in implementing monetary policies. The BOJ’s primary mission is, basically, to curb inflation while exercising its independence. The Basel meeting is attended by 27 countries and, for all of them, a higher ratio figure, which does provide peace of mind and security, is at the same time not necessarily better in that light. As making a capital adequacy ratio too high can lead to a credit crunch and oppressive debt collection and hence a shrinking economy, we are hoping to maintain a good balance in view of all those factors.
