It was also for that purpose that I made a short trip to the U.S. to meet with FRB Chairman Bernanke and Mr. Volcker in New York. The U.S. enacted the Dodd-Frank Act in July. In its background was the law that provided the basis for the generation of investment banks in the late 1990s, as the law repealed the banking business separation required under the Glass-Steagall Act, which had once, back in 1929, brought a drastic change of a sort. Amid the advancement of financial engineering as well as the economic and financial globalization, the law eventually contributed to the creation of very high-risk, high-return products. Ultimately, the risk got so high that it became no longer possible for companies to assume it on their own, leaving the U.S. with no choice but to even use taxpayers' money to cover it. As I repeatedly say, it is true that a higher capital adequacy figure may appear to imply security at a glance, but it can also lead to a credit crunch or oppressive debt collection practices, as we experienced 10 years ago. Back then, even healthy companies went under. As a Diet member of the ruling party in a ministerial post, I was faced firsthand with the confusion that prevailed in the Japanese economy at that time. It was in 1997 that the Hokkaido Takushoku Bank went under and Yamaichi Securities failed, soon ushering in what would be called the "Financial Diet Session." The Basel meeting is attended by 27 countries and, for all of them, a higher ratio figure, which does provide peace of mind and security, is at the same time not necessarily better in that light. As making a capital adequacy ratio too high can lead to a credit crunch and oppressive debt collection and hence a shrinking economy, we are hoping to maintain a good balance in view of all those factors. We discussed concerns about consequences of potential excessive commodity price volatility and asked our deputies to work with international organizations and to report back to us on the underlying drivers and the challenges posed by these trends for both consumers and producers and consider possible actions. As you know, DPJ President and Prime Minister Kan and (PNP) Chief Kamei had a leader meeting the day following the day Prime Minister Kan assumed office, I believe, during which a decision to form a coalition was made. As I happened to be the Secretary General back then, I was also present at this meeting to witness, as I have explained, President Kan and Chief Kamei reach an agreement on creating an alternative to the Ministerial Committee on Basic Policies, which had been set up for the previous three-party coalition to coordinate their policies. This has not been done because everyone got a little busy in preparation for the election, as I have just talked about. Another point is that members of the PNP, being one of the parties in the coalition, have naturally raised voices requesting strongly that views of the party be reflected in the coalition. It is therefore not so much about the ceiling debate, although there are, of course, voices raised on the subject of ceilings, as it is simply natural that a coalition government should need to coordinate policies. That is what I reminded Prime Minister Kan of today, and he responded by saying that it is a matter of fact and telling Policy Research Committee Chair and Minister of State Gemba to create a proper system for it.
