As I have been saying, financial institutions other than deposit-taking ones, such as some major insurers and securities companies, are subject to exposure to subprime-related products or other securitized products and have incurred substantial losses. One major securities company belongs to the group of a large deposit-taking financial institution. In the insurance and securities industries, such exposure and losses are limited to a small number of major companies. In light of this situation, compiling the aggregate figures for these industries should not necessarily be a matter of high priority. Of course, we will be ready to reconsider our stance if the situation changes.

At that time, when I was still young, I served as the deputy secretary-general of a group called “Road Lovers. ” We barged into the office of the Director-General of the Budget Bureau at the Ministry of Finance and demanded return of the 420 billion yen, insisting that funds in the special account for road improvement should essentially be used for road improvement. I remember that day well. The Director-General, who later became Vice Finance Minister, told me, “Mr.Jimi, poverty dulls the wit. Isn't it lawmakers' responsibility to consider ways to ensure a smooth stream of revenue?” With me were dauntless guys such as Mr.Shin Sakurai (a former member of the House of Councillors) and Mr.Akira Fukida (a former member of the House of Councillors), but we were beaten back.

Your question strikes me as very much to the point. I believe that back in those days, the FSA also issued a banking license to banks other than the Incubator Bank of Japan, including Seven Bank and Sony Bank, and I have received a report stating that the processing time and other details in the Incubator Bank's case were not so different compared to those other cases. Still, considering that it is a case involving someone who was an advisor to the FSA – though he supposedly applied for the license after he resigned from that post – it evokes the saying "Suspicious haunts the guilty mind." As Mr. Heizo Takenaka was also a Diet member in addition to being a minister, I am of the opinion that the moral question should still be pursued in a proper fashion in dealing with this case.

The question is, how should risks be managed? And of course, there are various needs in society: there is demand for funds among large companies, and as I just mentioned, there is demand for funds among microenterprises. In everyday life, there are times when an individual may not have enough money to pay for a doctor in the sudden event of a traffic accident. Including such matters, it is important to know the warmth, pain and sadness of each individual, based on my 40-years of experience as a doctor. Bearing this in mind, I shall give serious thought to this by taking all factors into consideration as a politician, by treating it as a crucial challenge in the medium and long run.

I believe that we have made substantial progress with regard to all of the themes I have mentioned; whether it be strengthening the competitiveness of Japan's financial and capital markets, better regulation or response to the subprime mortgage problem, and I feel that some effects have been achieved. Although I believe that appropriate measures have been taken against the subprime mortgage problem, we will have to deal with all of these themes properly in the new program year. Regarding the strengthening of the competitiveness of the financial and capital markets and better regulation in particular, we are now at a stage in which we should make sustained, enhanced efforts, so we will continue to devote ourselves to these tasks.

Regarding measures to support stock prices, which were mentioned at the beginning of this press conference, there is an argument, mainly from within the ruling parties, that the function of Banks’ Shareholdings Purchase Corporation should be strengthened. For example, there are apparently proposals for purchasing ETFs (exchange-traded funds) and directly purchasing shares from the market. This corporation was originally established at the same time as the enactment of a law that limits excessive holdings of shares by banks so that it can absorb unloaded shares. What do you think of the consistency of this background to the establishment of the corporation and the related law with the idea of strengthening the function of this corporation so as to enable it to purchase a variety of items?

I made a comment at the informal ministerial gathering today, which was obviously not a comment from the head of the administration, but I am Vice-Chief of the People's New Party (PNP), and the current government is, as you know, a coalition of the Democratic Party of Japan (DPJ) and the PNP. Accordingly, Prime Minister Kan, right after he assumed office, met with (PNP) Chief Shizuka Kamei to discuss how the two parties would cooperate in policymaking, at which meeting I was also present as the PNP Secretary-General at that time. Under the three-party coalition that preceded the current one, there was a committee called the Ministerial Committee on Basic Policies, which was set up as a forum for the parties to coordinate or match their policies, but then the Social Democratic Party left the coalition. That is why how the remaining parties should cooperate in policymaking afterwards was a subject of discussion at the party leader meeting right after Prime Minister Kan became the new Prime Minister, during which both leaders agreed to go about it properly. Then as it turned out, as you know, we had a House of Councilors election and the same subject also just came up again during the recent meeting of the two party leaders, who supposedly agreed to "do it (policy cooperation)." That is why I decided to make an elaborate comment on this subject to Prime Minister Kan at today's informal ministerial gathering, to which Prime Minister Kan responded by telling Mr. Gemba, who is a state minister and is also DPJ's Policy Research Committee Chair, to work on policy cooperation with the PNP in the proper way - therefore, Policy Research Committee Chair Gemba and I proceeded to discuss how it should be done, a task that I presume will basically be handled mainly by policy research committee chairs.

To carry out the reform, I believe that it is an urgent task to enact the postal reform bills quickly. On Tuesday, August 30, an agreement was reached between Prime Minister Noda, who is the new leader of the Democratic Party of Japan, and Mr. Kamei, the leader of the People's New Party, that in light of the severe situation of the postal businesses, efforts should be made to secure an agreement on those bills - the People's New Party and the Democratic Party have been working together on the bills for as long as four years - as the top priority matter through inter-party revision consultations and enact them in the next extraordinary session of the Diet. Cabinet ministers will work together toward quick enactment of the postal reform bills under the Prime Minister's leadership.

One more thing is about the "moral responsibility," which is very abstract and hard to grasp. Seeing as you say that there is no problem legally, are you implying by referring to the moral responsibility that although there is no statutory violation found, you find something obscure in that there is an inkling of leniency in the issuance of the license? Or are you saying that once a minister licenses a bank, he should be morally responsible for its failure as well? Or do you have an issue with the fact that the license was issued for someone who was very close to the authorities, as it were, as an advisor? Or is it something else that you mean by the "moral" – can you please elaborate a little more?

We affirm that accelerating poverty reduction in developing countries must be the core role of the Multilateral Development Banks (MDBs). An increased focus on poverty reduction should underpin all aspects of the MDBs' work, including in programs of policy reform, investment projects and capacity-building. MDBs need to adapt their organization and operations in order to fulfill this mission more effectively and consistently in a continuously changing international environment characterized by: a new understanding of the necessary elements of a more effective fight against poverty; growth of private financial markets in the developing countries; new opportunities and challenges arising from globalization; and stakeholders' stronger interest in efficient use of overall aid resources, and higher standards for transparency and accountability of MDBs.

Nor do I believe that creating huge banks and insurance companies is necessary for the Japanese economy or for the people's lives. As I have been saying, we will reform the postal businesses because we believe that we must not allow the privatization carried out by the former Prime Minister Junichiro Koizumi to significantly undermine the mission performed since the Meiji Era for the sake of the country and local communities by the postal businesses, which used to be essential to the people's lives. Therefore, as I have said over and over again, our basic stance is that the postal businesses should start over as an organization capable of fulfilling the social functions that Japan Post has assumed since the Meiji Era, rather than pursuing acting as a pure financial institution. Our cabinet resolution (on October 20) has also set forth such a direction.

Even a case where a financial institution does not literally meet the requirement of a check item should not be regarded as inappropriate if the arrangements and procedures put in place by the institution are reasonable from the viewpoint of securing of the soundness and appropriateness of its business and are thus deemed as effectively meeting the requirement or as sufficient in light of the institution's scale and nature. For example, if a financial institution does not have a division described in the checklists of each system, the inspector should review, with due consideration for the institution's scale and nature, whether its organization is structured in a way to enable the execution of necessary functions and a check-and-balance system. In this regard, it is necessary for inspectors to sufficiently conduct hearings from and exchange opinions with financial institutions on the occasion of on-site inspections.

The items contained in the FSF's report for which a timetable or things like that has been set concern a diverse range of areas. As you mentioned in your question, there are themes that must be tackled by international organizations such as the Basel Committee on Banking Supervision and IOSCO (International Organization of Securities Commission), within the framework of international cooperation and discussion. Also, there are items concerning which the supervisory authorities of individual countries should take action against the financial institutions they supervise or urge them to take action.
