In order to make more energetic activities of angel networks in Japan, it would be effective to form partnerships between such networks based in parts of Japan and help them share information about start-ups and best practices for angel network management. It would also be helpful to encourage them to interact with angel networks in the United States and other advanced angel networking countries and conduct surveys to learn their advanced skills to manage networks and angel investment techniques, such as convertible loan stock. Another effective way is to work to have angel investment activates understood by SME owners and other people who may potentially have interest in angel investment. Examination should be conducted on what the government should do to support such efforts. In the United States and Europe, some angel networks own venture capital funds, referred to as sidecar or affiliate funds, as a tool for making angel investments, and such funds are now becoming more common. In Japan, Nippon Angels Forum, an angel network, has a sidecar fund. On the other hand, some of the venture capital funds there which raise money mainly from retail investors provide services similar to those of angel networks. Such convergences of angel networks and venture capital may help angel investors learn the expertise venture capital funds have on venture investment, and in turn allow venture capitals to use the business experience people in angel networks have and knowledge and know-how experts there possess when they perform diligence or provide business advisory services.  - 経済産業省

I have jurisdiction over private financial institutions, so the FSA has put into force the Act on Special Measures for Strengthening Financial Functions, which contains provisions for disaster-related special measures, so as to ensure that finance firmly supports recovery efforts.　Unusually for a financial act, this act provides a framework under which Deposit Insurance Corporation takes over non-performing loans that are held by Shinkin banks and credit cooperatives after the passage of a certain period of time.　Therefore, this act naturally calls on the managers of financial institutions to build up capital based on their own judgment.　We enacted the Act on Special Measures for Strengthening Financial Functions, which contains provisions for disaster-related special measures, with the support of all political parties and groups, and also drew up the Guidelines of Workout for Restructuring Debt Owed by Individual Debtors.　In addition, prefectural industrial reconstruction organizations and Rehabilitation Support Organization for Companies Damaged by the Great East Japan Earthquake were established in order to resolve the double loan problem, which has become a major issue in the Diet.　Many members of the latter organization's secretariat come from the FSA.　In that sense, I believe that the FSA is making every possible effort toward restoration and recovery.　The FSA will continue to do its utmost to support the recovery of the disaster-stricken areas through such activities as encouraging the active and effective use of various recovery support measures.　At the same time, I would like to stress that financial institutions have provided very vigorous cooperation.  - 金融庁

The history of venture capital in Japan started with small and medium business investment and consultation companies founded by the government in 1963 (Tokyo, Osaka and Nagoya SBICs). This means that we are struggling hard to make ends meet and, as everyone well realizes, international meetings have become extremely important in the world of finance since the Lehman crisis, because it is now indeed a very critical global issue to decide how to harmonize on an international scale a given country's domestic economic trends or the financial condition, or economic condition, that it has traditionally been situated in. Therefore, what has to be done on an international scale must be done properly in the form of policy coordination or as G20 initiatives, as otherwise no effect could be expected in an era of increasing globalization in finance or the economy that we live in now, and each country is equally struggling to achieve that end, which explains why there are so many international meetings. That is, as you see, the situation we have now, and I also happened to hear just yesterday in connection with this subject that our Office of International Affairs is in serious shortage of labor, a fact that stands in contrast to such critical importance of the FSA, to which a mere 22 billion yen is given as its budget, and the extremely significant role that financial policies play in an economy. As I have just said, though, now is a very important and delicate period of time both internationally and domestically and we are accordingly charged with a weighty responsibility. Seeing as the FSA is a public office with labor costs representing its main spending category, I did emphatically asked that attention should be paid to that point and, actually, similar comments were also made by the National Police Agency and the Ministry of Justice, both of them being ministries with a hefty payroll as well.
