The SME Financing Facilitation Act bill was developed in the midst of severe economic and financial conditions last fall to serve as a temporary measure to ensure smooth financing for SMEs over two calendar yearends and two fiscal yearends. It was at the end of November last year, when former Minister (for Financial Services) Shizuka Kamei was incumbent, that the bill passed the Diet to be enacted as temporary legislation. I am aware that there are various reports appearing in newspapers. On a related note, it was announced at the Cabinet meeting today that Japan's unemployment rate is 5.1%. The other issue is that documents which financial institutions are required to submit to the Financial Services Agency (FSA) have been increasing over the past decade. I discussed this issue yesterday with the Minister of Economy, Trade and Industry to reduce the documents by 20 percent. In the organization of bureaucracy, there is no one but the Minister of State elected by the people who can make such a suggestion. Financial institutions cannot say that they would like to have the burden of paperwork reduced to the FSA, a regulatory authority, even if they want to. The three representatives I asked yesterday told me that their burden of paperwork is enormous. As this issue has been in my mind for some time, I told the FSA Commissioner, on their behalf, to look into specific ways of reducing the documents to be submitted by financial institutions to the FSA. As I explained today, I made a report at the Cabinet meeting pursuant to Article 5 of the Act on Emergency Measures for Early Strengthening of Financial Functions. This, among other factors, prompted Ministers to express their opinions one after the other as I just described especially at the informal gathering with Cabinet ministers. We have taken this seriously and decided to create the inspection committee, so it would be rude for me to say anything for certain at this stage to prospective members of the third-party inspection committee.
