The Tokyo Stock Exchange obliges companies listed on Mothers to hold more than two explanatory meetings per year three years after listing. In April 2004, JASDAQ also introduced a system that requires all its listed companies to have two IR meetings a year (four meetings per year for companies listed on the NEO, established in 2007), and, along with the system, it set up a special unit to provide the companies with necessary services. The free services for all the listed companies, “JQ IR Support Service,” include lectures by IR experts, seminars where IR practitioners offer their experiences as a lesson for others, and a “website dedicated to IR,” which provides investors and the companies with opportunities to communicate. It also has a system of annual commendation to have examples that should be guides to IR activities that should be made widely known and that should promote more aggressive efforts, so that its listed companies will offer more and better IR services and, as a result, that the JASDAQ itself will function better. As for the first question, the general rule of the financial bankruptcy processing system is actually fixed-amount protection, as I explained last week. Exceptions to this rule are cases in which there is a possibility of systemic risk arising, as you know. The examples I brought up the other day were the Incubator Bank of Japan and Ashikaga Bank: the Incubator Bank of Japan had about 400 billion yen in loans, and Ashikaga Bank had 4 trillion yen in loans. In particular, Ashikaga Bank is a financial institution designated by the Tochigi Prefectural Government, and its share in the regional community was extremely high, so as an exception, we convened the Financial Crisis Response Council for Ashikaga Bank. The Council is chaired by the Prime Minister, and its members include the Minister for Financial Services, the Chief Cabinet Secretary, FSA Commissioner, the Minister of Finance, and the Governor of the Bank of Japan. Exceptions are cases in which a systemic risk exists. In the present case, we determined that there is no such systemic risk. As I explained last week, the Bank only dealt in fixed-term deposits, meaning that there was no settlement system in its business model in the first place. We determined that the impact in the event of bankruptcy would not be broad because of the lack of transfers and the products being limited to fixed-term deposits. As already reported in brief at the informal gathering with Cabinet ministers today, I visited Washington D.C. and New York, where I met with Federal Reserve Board (FRB) Chairman Ben Bernanke, Treasury Under Secretary Lael Brainard and the President’s economic advisor Paul Volcker, just to name a few. In the United States, financial deregulation and economic and financial globalization had been a massive trend over the past two or three decades, basically, since the Great Depression in 1929. It was against such a backdrop in the United States that the first radical financial reform legislation in 80 years was established very recently. I asked others during my stay in the United States as to whether it amounted to a change comparable to the Copernican Revolution, and some Americans responded that it was indeed that kind of change. The major global financial trend is changing in the United States, the leading country of finance.
