The FSA will continue to closely monitor the developments in markets including foreign exchange and stock markets, and respond properly according to the economic and financial climate from the viewpoint of sufficiently demonstrating financial intermediation functions. The perspectives of megabanks seems to have somewhat changed, as I have been told by a staff member at one of the local financial bureaus that a megabank started participating in conventions of shinkin banks and credit unions since the establishment of the Act for the first time ever. It may be common knowledge, but 99.7% of companies in Japan are SMEs, and 42 million people work for SMEs. SMEs are rather agile, flexible and extremely precious. As I may have mentioned previously, in my hometown Kitakyushu City, which is a city dominated by SMEs, I have been told by businesspeople that their companies have actually managed to survive due to the establishment of the Act. From August 16 to 21, I went on a business trip to the United States. As already reported in brief at the informal gathering with Cabinet ministers today, I visited Washington D.C. and New York, where I met with Federal Reserve Board (FRB) Chairman Ben Bernanke, Treasury Under Secretary Lael Brainard and the President’s economic advisor Paul Volcker, just to name a few. Paul Volcker, who served as FRB Chairman during the 1970s, is the economic advisor to President Barack Obama who created the so-called “Volcker Rule” in the recent financial reform legislation. In the United States, financial deregulation and economic and financial globalization had been a massive trend over the past two or three decades, basically, since the Great Depression in 1929. It was against such a backdrop in the United States that the first radical financial reform legislation in 80 years was established very recently. I asked others during my stay in the United States as to whether it amounted to a change comparable to the Copernican Revolution, and some Americans responded that it was indeed that kind of change. The major global financial trend is changing in the United States, the leading country of finance. I gained firsthand knowledge of this, having met with leading figures of the United States as the Minister for Financial Services and listened to their various opinions.  - 金融庁

Commodities are not under my jurisdiction. However, generally speaking, around 2008, when Mr. Koji Omi, who became a Diet member in the same year as I, was Finance Minister, speculative trading was discussed at a summit as a factor behind the rising prices of commodities. As I repeatedly say, it is true that a higher capital adequacy figure may appear to imply security at a glance, but it can also lead to a credit crunch or oppressive debt collection practices, as we experienced 10 years ago. Back then, even healthy companies went under. As a Diet member of the ruling party in a ministerial post, I was faced firsthand with the confusion that prevailed in the Japanese economy at that time. It was in 1997 that the Hokkaido Takushoku Bank went under and Yamaichi Securities failed, soon ushering in what would be called the "Financial Diet Session." The Basel meeting is attended by 27 countries and, for all of them, a higher ratio figure, which does provide peace of mind and security, is at the same time not necessarily better in that light. As making a capital adequacy ratio too high can lead to a credit crunch and oppressive debt collection and hence a shrinking economy, we are hoping to maintain a good balance in view of all those factors. According to what I have heard from the administrative staff, the Incubator Bank of Japan was inspected twice before the latest inspection for the fiscal year ended March 31, 2009, as I just mentioned: the previous inspection was for the fiscal year ended March 31, 2007 and the one before that was for the fiscal year ended March 31, 2005. My understanding is that as at the end of the fiscal year subject to each of the previous two inspections, the Bank’s financial position was assets in excess of liabilities according to the results of these inspections. Also, my understanding is that there were no material violations of laws and regulations, inadequacies in systems or other such problems in its business operations that would lead to administrative actions as found in the latest inspection. As I have repeatedly stated, at the time of the first inspection, the Bank engaged in operations allegedly based on a new business model targeted at small and medium-sized enterprises (SMEs). The Lehman Brothers shockwave that struck at the time may have been one of the factors. That said, then-Chairman Takeshi Kimura is an extremely capable person, who, according to what I have been told, had an authoritarian management style, so I suspect overambitious business expansions gave rise to the present outcome.  - 金融庁
