As you know, DPJ President and Prime Minister Kan and (PNP) Chief Kamei had a leader meeting the day following the day Prime Minister Kan assumed office, I believe, during which a decision to form a coalition was made. As I happened to be the Secretary General back then, I was also present at this meeting to witness, as I have explained, President Kan and Chief Kamei reach an agreement on creating an alternative to the Ministerial Committee on Basic Policies, which had been set up for the previous three-party coalition to coordinate their policies. Another point is that members of the PNP, being one of the parties in the coalition, have naturally raised voices requesting strongly that views of the party be reflected in the coalition. That is what I reminded Prime Minister Kan of today, and he responded by saying that it is a matter of fact and telling Policy Research Committee Chair and Minister of State Gemba to create a proper system for it. Before that period, although the bank was not doing very well under the business model that it was then applying, I judge from my common sense as a politician that it was nevertheless toiling away in an honest and diligent fashion. From 2007 to 2009, however, the bank rapidly drifted into purchasing loan claims from money lending businesses or focusing on a certain set of companies belonging to its network of relationships, to the point of concentrating over 80 percent of its lending on them. In the light of that fact, I basically believe that this case did involve circumstances very different from those of normal banks, circumstances that are quite singular and are specific to the bank.  - 金融庁

The former chairperson of a subsidiary of Shinsei Bank, of which the government is a major shareholder, has taken up a post as an advisor to a bank that would be a conflict of interest under laws and regulations. From the perspective of the government, it does not make sense to me that this could happen in relation to a problem that could potentially be damaging; also from the perspective of the supervisory agency that is supervising both two companies, what could be beneficial to one company could be detrimental to the other. It is a bit hard to understand that an officer would be shared between banks where a conflict of interest exists in their relationship. It may also give rise to substantial difficulties in supervision. What are your thoughts on this?  - 金融庁
